I'm logged on, but I'm denied access to a members profile. Screen message reads: "Page denied by 403 error: user/21717" Why?

Never validated account
This is a user who never validated their account. We try to delete them periodically, but they show up in the search results. I'll make a note to eliminate them from search results at some point.
